I don't think so -- I think actually SKAdNetwork will reduce the amount of fraud in the iOS ecosystem, as the SKAdNetwork postback is signed and verified by the ad network.
Click spam is a problem in the current MMP-centric attribution paradigm because the MMPs are middlemen who cannot verify the authenticity of clicks. In the case of SKAdNetwork, attribution is integrated directly into the content platform, so the relationship between the network and the content that receives the click / user is direct.
